A city council has a fixed sum to spend on its buses. It can either open new routes to neighborhoods that currently have none, or make the whole existing network free to use. Both proposals have serious support. Which do you think is the better use of the money, and why?

Making the network free is the fairer option. Fares fall hardest on the people who have the least, and a free network reaches every one of them on the first day. New routes take years to build and mostly serve whoever happens to live along them.

I would build the routes. A free bus is worth nothing to somebody who has no bus, and those are the people the council should be thinking about first. Cutting the fare to zero helps most those who already have a service running past their door.
