A number of universities now cap the hours a student may spend in paid employment during term, on the ground that students who work long hours working long hours attend less, submit less and withdraw more often. Others argue that a limit punishes the students who have no alternative to working, and that the real answer is more financial support rather than a rule about hours. Should universities set such a limit? Why?

A limit is the only thing that works quickly. The evidence on hours and withdrawal is not seriously disputed, and a university that knows a student is working thirty hours a week and says nothing is not respecting that student's choice, it is declining to notice. Support takes years to fund and a rule takes a term.

Priya is describing a rule with no consequence attached, and the moment you attach one you see the problem. What happens to the student who breaks the limit? Either nothing, in which case it is advice, or something, in which case the university has penalised somebody for being poor. The students who would be caught by the rule are exactly the ones who cannot afford to stop.
