Several universities have begun to set a limit on the number of hours a full-time student may work in paid employment during term, usually around fifteen a week. Supporters point to the clear relationship between long working hours and poor results, and argue that a limit protects students from a choice they cannot really make freely. Critics reply that the students who work longest do so because they have to, and that a rule removes the hours without replacing the money. Should such limits exist? Why?

The limit is the wrong instrument for a real problem. Everyone agrees that a student working thirty hours a week will do worse, and nobody has explained how forbidding the hours produces the rent. What a cap actually does is push the work off the books, where it is paid less and cannot be complained about, and the students it pushes are exactly the ones the rule was written for.

I would keep the cap and I would be honest that it is not for the students who need the money. It is for the much larger group who drift into thirty hours because the work is there and the deadline is not yet, and who would take the excuse of a rule gratefully. Bruno's objection is decisive against a cap enforced by penalty and not against a cap that a student can ask to be lifted.
