Some departments record attendance at lectures and act on poor attendance; others treat attendance as entirely the student's own affair. Which policy should a university adopt, and why?

Record it. Attendance is the earliest signal there is that something has gone wrong, and by the time a student fails an assessment the problem is usually months old. A register is not surveillance if what follows it is an email asking whether the person is all right.

Noor is defending a good intention with the wrong instrument. The moment attendance is recorded it becomes a target, and students sit in lectures they get nothing from in order to be counted. What the register then measures is compliance, and the department congratulates itself on the number.
